ldapmodify -D "cn=directory manager" -W

dn: cn=config

changetype: modify

replace: nsslapd-errorlog-loglevel

nsslapd-errorlog-loglevel: 8192

Then reset it to zero to disable replication logging.

Hopefully something will be in there to explain the error 53.

When I try this, I get:
intdns2-02-lv:~ root# ldapmodify -x -h localhost -D 'cn=directory manager' -W -f enable_replication_loggging.ldif 
Enter LDAP Password: 
modifying entry "cn=config"
ldap_modify: Server is unwilling to perform (53)
        additional info: Unknown attribute nsslapd-errorlog-loglevel will be ignored

Figured out that it was suppoed to be nsslapd-errorlog-level. I should have read the docs.
