[PATCH 0/2 conductor] RM3509 re-establish providers index page

This patchset is the first in an effort to create a reasonable dashboard feel to the admin pages - a single page that an administrator can view to monitor various aspects of the application.
Specifically, this patchset:
a) Re-establishes the providers index page. Instead of the providers/ page redirecting to an edit page, it now displays summary usage information about providers: current instance states by provider, and historical instance states by provider. It also displays a graph of running instance over a modifiable historical time frame.
The eventual goal will be to pull a subset of this information - say, highly-utilized provider accounts, or provider accounts with pending or errored-out instances - into the admin dashboard.
b) Generic-ize the chart code so that it is more easily re-usable.

into the stable F16 repo, and out through the mirror network.
No need to use the updates-testing repo on F16 any more. (whoo hoo!)

[PATCH conductor 0/2] Upstream cucumber fixes

I've been trying to get Conductor running with rvm and Bundler, versus using system ruby. (I've been semi-inaccurately referring to this as "upstream" ruby, based on our desire to work upstream in pure ruby, without requiring Fedora.)
I opened https://www.aeolusproject.org/redmine/issues/3447 to track getting cucumber tests to pass there.
I ran these against ruby 1.8.7 patchlevel 357, using Bundler which got me 3.2-series Rails. With both of these in place, and various services running, I have only failure left (see task #3450 -- it seems to be reaching live Image Factory, and I'm not going to be able to fix this today, so I'm sending this out now.)
Note that, ideally, this should be tested two ways -- one on "upstream" ruby with Bundler, and the other against system ruby to make sure I didn't break anything.
We do want to get tests working with Ruby 1.9, and with all external services disabled, but that's not my focus with these particular patches.

[PATCH conductor]Conductor extended with hwp functionality

This revised patchset adds Rspec tests for the templates (very basic).
@jayg: I've changed the local variable to an instance variable in the destroy action since I'm returning that data back to the client so it was needed.
The mapping from /api/hardware_profiles to /hardware_profiles is temporary. It is needed to test the cli functionality. It can be removed later
