In fact, I would encourage this: If you find from the wiki that an
ambassador lives near you and/or is someone you have something in
common with (i.e., "I'm a Python programmer . . . ."), by all means
contact them and welcome them into the realm.
The welcome messages could also be sent to regional mailing lists. If a
new a ambassador is from the same region of yours you can send a private
mail asking him to sign to the regional mailing list. If that list isn't
too noisy, you can welcome him/her there and also take advantage to fill
him/her in what the region needs are.
