[Ambassadors] [APAC] Collecting the rules for sending and receiving swags (especially DVD)

Hi all,

In the APAC meeting today we have an idea of collecting the local rules 
of sending and receiving media. So I started the page here[1].
APAC guys please add the laws/regulations/rules of your area to the page 
if there is any known issue.
