I think kital can weigh in on this better but I think the present
process "requires" the applicant to make the first move on their
application process. This serves as a concrete demonstration of
interest. I'm sure we can tweak the process here and there.

Correct. I'm chiming in because I just went through the process of becoming a Fedora Ambassador. I have completed all of the steps listed here and am waiting for my mentor to contact me:

Same case with me. After giving them a list of required tasks, they
drop like flies.
