So first, most people (at least that's my experience here in Hong Kong)
are actually incredibly confused by the way Wikipedia implements this.
They just are surprised that some articles are written in Simplified
Chinese and others in Traditional Chinese, and they've never found the
switch that automatically translates the articles from one to the other.
Second, the automatic translation actually only works in one direction
(from Traditional to Simplified Chinese), so in order for it to work
well, everybody should exclusively write in Traditional Chinese. At that
point, it's pretty useless to have an automatic translation if all users
can read/write Traditional Chinese. ;)
So no, really, the Wikipedia setup doesn't work well in practice for
many people, and we shouldn't do the same mistake they did.
However, grouping zh_TW and zh_Hk makes a lot of sense, because both
write Traditional Chinese.
Similarly, grouping zh_CN with zh_SG makes sense as well, because (I
think, but I might be wrong, please correct me if that's the case) both
write Simplified Chinese.
