I noticed this wiki page doesn't address how to get permission to issue the attendee badge or how to be given the organizer badge.

Can someone share how this has been done in the past?

Yes, I awarded the badges for the first cycles where this was granted.
To get the badge, organizers must:
* Announce the RP in the regional meeting and add it to the RP event page with all details, like venue, timetable etc.
* It is not obbligatory, but a wiki page is always welcome if you need to share more information
* Write up a blog post with pictures and share it also on http://fedoraplanet.org/ 

Once the above points are done, the issuer of the organizer badge will award it (if not, just ask).
Mindshare Note: probably we can get better information of RPs if we set up a sort of template for the blog post, to make sure the most important questions also get an answer (target, attendees, topics....)

+1 to letting this get handled there eventually.
 

The attendees badge is rather new, I guess all organizers should be able to award them but this gives a lot of space for "cheating" :D
My suggestion here would be to create a QR code for every RP and attendees can get the badge if they are really there, by just scanning the code (no guarantee, but we would avoid to have a lot of permissions to award this badge).

For now, I am happy to take point on providing QR codes for RPs I am made aware of.
