The budget wiki page [1] has been updated to meet the real allocation
 budget [2].

For countries which have got explicit updates, they have been put to the
 budget page.
 Budgets of countries which have not got explicit updates have been
 automatically reduced 30%.

In quarterly total row, I added three additional columns which for:
  * Total budget adjusted by countries.
  * Real allocation budget.
  * and Reserved budget = Adjusted budget - Allocation budget.
