Require glibc-all-langpacks in f24 up

Hi all,

The short summary is that all install environments using anaconda in f24 and 
up are broken, the reason is that there is no locale data. I think that the 
answer is to have anaconda add a Requires on glibc-all-langpacks to ensure 
that all locales are present.
