This greatly simplifies the S390 console scripts and makes IS activation on the S390 much simpler. Users now just enable the initial-setup-text service and longer need to manipulate the /etc/sysconfig/initial-setup configuration file, which is now ignored.

Is there any associated documentation that needs to be updated? I'd expect people are pretty used to using sysconfig for this.

Good point, I'll ask the documentation people.
I also plan to ask jstodola, who basically suggested the idea IIRC, to check the updated scripts work correctly & for any other feedback.
