kernel : 4.16.3-301.fc28.aarch64
after upgrade
kernel : 4.16.6-302.fc28.aarch64
ok, I tried it twice yesterday with this same issue, this morning it is ok ...

Well there's a newer 4.16.7 kernel on it's way out, but there's
nothing of note there for the RPi, the next one after than when it's
built will have a slight improvement around memory use by the vc4
display driver.
I think you've run into the traditional problem is it never works
until you report the problem to IT at which point is always works.
Only thought is what is the rating of your PSU, make sure it's 2.5
AMPs as I've seen problematic PSUs cause intermittent problems in the
past.
