there are now 2 tracker bugs

for the general ARM related issues
- https://bugzilla.redhat.com/show_bug.cgi?id=485251 (aka
F-ExcludeArch-ARM) for tracking of "ExcludeArch: arm" in individual
packages

The ARM secondary arch wiki page was updated appropriately.
