Currently, we ship docker in the base image for Fedora Atomic Host. With the release of CRI-O, as well as the issues around docker versions, one possible solution is to ship only runc with the base Atomic Host, and make container runtimes installable as system containers. If we don't move docker to a system container, there's a strong argument to also ship CRI-O as part of the base image.
Arguments in favor of System Containers for CRs:
* minimizes the base system image
* helps deal with docker/containerd versioning issues
* doesn't require users to ship container runtimes they don't want
* consistent with our general modularity approach
* puts CRI-O/docker on a separate upgrade cycle, which can help around kube/openshift updates
* allows community to add other runtimes if they want (e.g. Rkt)
Arguments against using System Containers for CRs:
* extra step (or two) for new user startup
* total disk size for atomic + cri-o + docker will actually be larger
* not sure if all things docker work as a system container
* puts docker/CRI-O on a separate upgrade cycle, which could break around kernel updates

[atomic-wg] Issue #346: re-evaluate atomic working group meeting time

I received a comment from @eslobodo and @ttomecek saying that the current meeting time is bad for them but they would like to attend. While meeting times are hard since we are trying to accommodate a lot of different schedules, let's attempt to find a time earlier in the day that can work for everyone. Some things to note:
- we have contributors that span from india as well as the west coast US. It is hard to find a time that works for everyone but we can try to find a time where most can attend (though not at an ideal time for them).
- our meeting does not move with daylight savings. This is is useful because most countries do not observe daylight savings. We stick to a single UTC time year round.
I have created a doodle for us to vote on times that work best for us https://doodle.com/poll/asf23abkh666k6r7. The doodle should allow you to select your time zone. The doodle was created for mid november so it should be **after** any daylight savings time changes have happened.
