I accept this as work around
It's not a work-around. The documentation for utils.system says that non-zero status
throws an exception unless ignore_status=True. The documentation for sysvinit [1] says the
return code is zero is the service is running, otherwise non-zero. This is the correct
solution.

I did not hit this problem. But I find the same in bugzilla:

selinux to permissive to try?
It didn't cross my mind to check whether selinux was enabled or not. Good call.
I'll try again when I get another machine in Beaker reserved (it takes quite some
time).
