This is normal situation allowed by current packaging guidelines: You can
step over EVRA in dist-f14 by dist-f13-updates package if there is higher
in dist-f14-updates.
IOW, you should merge dist-fN and dist-fN-updates before instead of
checking sole dist-fN if dist-fN-updates exists.
