There under "Content" you can get different backgrounds that have already been used. As for which colors to use for what, you can find that in the style guide(also on that page). It does need to be updated with the additions that have been made since the style guide was created. We will get there someday! ;) Another way to figure out what color background to use is to refer to the actual Fedora Badges website and look at similar badges.
Since you need approval for badge artwork anyways, you do not have to worry too much about getting the colors right, the badge mentors will help out!
