Hey, on second thought (almost 2 years later), I'm going to close this one as rejected for two reasons:
1) It is a pita to implement. We have some tag data associated with event badges, but that data isn't included in the fedmsg messages and therefore isn't in the datanommer history. Since that's the data source that badges are primarilly awarded from... we'd have to implement a new query interface for the fedbadges awarder and support more code, mostly just for this badge. 2) It's another badge for events stuff which has been getting heavily weighted; we're trying to scale back there some now. This one doesn't fit the pattern quite as much as others, but the event badges keep coming up and put a certain load on the design team. We're going to try and even things out some more to grant awards to other areas of contribution.
