from koji/__init__.py:
REPO_STATES = Enum((
   'INIT',
   'READY',
   'EXPIRED',
   'DELETED',
   'PROBLEM',
))

So 0 = INIT, 1 = READY, 2 = EXPIRED, 3 = DELETED
