I wonder how the priority on tag-inheritance works. whether the priority number which is large has priority, or not? In other words, the larger the priority number is ,the priorer . is it like this?

the smaller the number the higher priority 0 is higest followed by 1 etc

yes, ala *nix process priority. Also like English usage (e.g. 1st priority, 2nd priority, ...)
Note that the other priority values in Koji (task priority, external repo priority) work the same way.
