When does the list of installed packages on a client system get updated?

I see the package list get sent up with 'subscription-manager register' but cannot seem to trigger it after that.

Figured it out: There is a cache file in /var/lib/rhsm/packages/packages.json and it is compared against the currently installed packages. If they differ, the packages are sent up on the next rhsmcertd bounce.
