Missing license file in the CP distribution

I think I am not able to find LICENSE file in the distribution. Can you
please tell me where it is? If it is not present, I suggest to add it.

The closest file we have is the one we use to match the header in the code:

buildconf/LICENSE.txt

I'll add an official LICENSE file to the root directory next to 
BUILDING, thanks for the heads up.
