Deprecate tag-repository for Fedora CI / CentOS Stream CI

Hi,

After discussion with some of the Fedora CI / CentOS Stream CI users we
decided it is time to ditch tag repository from CI to improve test
environment installation problems.

Looking primarily for feedback from the community before we do this
change to mitigate surprises.
