can't get qemu CI gating to actually gate

Hi all, I recently added some basic CI to the fedora qemu package, using
fmf+tmt format:

plan/main.fmf:
https://src.fedoraproject.org/rpms/qemu/blob/rawhide/f/plans/main.fmf
tests/main.fmf:
https://src.fedoraproject.org/rpms/qemu/blob/rawhide/f/tests/main.fmf

Tests are running in pagure PRs and via bodhi, and succeeding:

However despite my multiple attempts I can't get bodhi to actually gate
anything. All rawhide builds say 'no tests are required' under 'Test
gating' section in bodhi UI (see example above). Here's the 3 gating.yml
configs I've tried:
