Shouldn't it be the other way around - "cloud-init-cfg all config"?
Are the iniscripts for the rpm in version control somewhere?
Not yet.
They'll be in fedora git soon,
and cloud-init upstream have expressed an interest in incorporating them,
so I'll send them there when they stabilize.
I've incorporated the above fix here:

I'll merge in any new srpms you have,
and will update the above as I test over the next while.
