It should stay ec2-user for EC2 images, because then it matches other
distros and the existing EC2 documentation. fedora sounds reasonable to
me for all other cloud environments.

If I were king for a day I'd declare it to be: "fedora-user". I
wouldn't
behead
anyone if it were just: "fedora" and no one would be put in the stocks if
"ec2-user" were used for the EC2 only images.
