It is holding up adding the rest of the C stack that can be used for automation added to Fedora.
It probably should just be bundled with anything using it - despite valiant efforts, upstream just refuses to take ABI seriously.
We reconsidered our life choices and don’t ship it as a separate package for this reason in Amazon Linux.

there is an example of that in the awscli2 - The aws-crt is bundled and includes various components.
I am happy to oblige if this fits your purpose better though.
