Almost certainly. What changed is https://fedoraproject.org/wiki/Changes/KiwiBuiltCloudImages - these images (all 'Cloud' and 'Container' images) are now built with Kiwi instead of ImageFactory/oz.
I had "run a comparison of included packages" on my todo list, but hadn't got around to it yet, except for one image I sent a diff for to Neal last week.
If it was not intentional, I would like to petition to have gzip added back explicitly. If it was intentional, I'll adjust my workflow accordingly.
This probably wasn't intentional, and we can probably get it put back...
