Functional Requirements for Layered Image Build Service

Hey everyone. Adam is updating the Layered Image Build service Change
page for F24. If you're interested in _using_ this service, we'd
appreciate feedback on functional requirements — what do you need in
order to get the output you want?

Builds must be integrated into koji
  This can be a plugin or built-in

I would recommend against a plugin for a new build type because your
enhancements to the WebUI will be very limited. It'll always look
uhh... sub-optimal.

You can put me as an Other Developer I guess, I'm not sure what that
header is for. I probably won't write much, but I'm here to consult on
Koji integration if you need it. I've been writing dev docs already
that I hope are useful for this effort.

The OSBS team has already written it as a plugin[0]. We would need to
pursue the issue upstream if we want tighter integration, which is
something I don't mind participating in but I thought I'd point that
out.
