configure: Only use AC_PROG_CC_C99 for autoconf < 2.70
configure.ac:56: warning: The macro `AC_PROG_CC_C99' is obsolete.
The functionality was rolled into AC_PROG_CC in Autoconf 2.70 but we
still need to use AC_PROG_CC_C99 in older distros, so invoke it via
m4_version_prereq()

This update added new revisions after undoing existing revisions.
