Hello,

First of all +1 on this as these are changes I need :)

Now as for the restart/reload. From what I remember ISC DHCPD requires a restart to notice any changes in the config file, HUP does not do the job.  However I would suggest this is not a major issue as anyone depending on DHCPD should be running at least 2 servers. Also DHCP clients should be requesting a new lease way before the lease time expires and most do.

Just my thoughts, take care.

Additionally, OMAPI does not do the trick when dhcp.template has been
altered and you do a cobbler sync (thus dhcpd.conf has been altered);
the dhcpd service will have to be reloaded or restarted.

Could reloading the service(s) be considered rather then restarting them?
