I've ran into the same problem. I'm using Altiris, not Cobbler.
The problem is with the RHEL6 distro. The empty 'repodata' file is not where
the 'repodata' directory is.
Here is a lead i found:

I copied the repodata folder from rhel6-x86_64-dvd/Server/repodata to rhel6-
x86_64-dvd/repodata, if you're serving ftp from linux, you could probably make
a link. After I copied the folder, the anaconda metadata error went away.
Now I'm on to debugging kickstart program groups.. joy!
Hopefully, the team at RedHat learns about the differences in this distro
before they release 6.1.
