[commops] Article about the new docs site launching this week

We hope to launch the new docs site tomorrow or Thursday.

I've put together a pitch for an article for the Comm Blog.

The text is ready for review, but I have a few links to drop in and clean
up still.  Some are on hold because we need to get the companion Magazine
article completed too.
