So, the general problem with this kind of thing is the second sentence: get built _by whom_? For a phone app or something with a company behind it, this can be a useful way to direct development resources. Fedora is a volunteer project — no one can really tell anyone that they need to do a certain thing.
What's more, Fedora is largely an integration project. If there's some aspect of, say, LibreOffice, that you would like to be enhanced, there isn't necessarily anyone in the Fedora Project who has the expertise to help, even if it's a great idea.
So, while feedback like this might be interesting, it seems like it will tend to lead to frustration and disappointment. Any system like this would need to be very careful to set expectations carefully.
