I have the hypothesis that Fedora follows the "90-9-1"

true? Do the numbers come down to close to 90-9-1, or something else?
Has it changed over time (opened up, or become more restrictive)?
I've been looking at some of the numbers from fedmsg statistics
provided by Ralph, and it looks like a general rule of thumb is that
the top 10% of contributors in a given area are responsible for about
two thirds of activity in that area. The good news is that that top 10%
is actually a pretty large number of people — not to mention, it's
2/3rds, not 90% of the work.
More later. :)
