Would it be possible to configure this Discourse program to send all new posts 
in the commops part to this mailing list, or another mailing list?

Maybe —  I think that might be confusing with replies, though. You can,
however, interact with Discourse through email. You can subscribe to the
entire CommOps category, or put the entire site into "mailing list mode".
