My apologies, I skimmed the Dockerfile and mistakenly assumed it was packaging
the rh-python35 collection due to the openshift tag. Upon closer examination
it's packaging the python3 ecosystem straight from fedora.
In this case I believe the name `python3` is indeed the best choice for the
container.

Indeed it does!
Food for thought: It might even be beneficial to go one step further and name
it `python35`. Python minor versions (3.5 v 3.6) are not API/ABI compatible and
thus instead of updating the container from python 3.5 to 3.6 it might make
more sense to release a new `python36` container. However, the maintenance
burden would of course be increased.

It says that image tag must be there. On the other hand ":latest" is the

That sounds like political question. Dockerfiles have poor design (e.g.
we can not use docker build --build-arg for this), so when we decided that
Dockerfiles are equivalent to "what spec file is in rpm world", we need to
make sure that 'docker build' support such features ...
IOW, doing some nasty 'sed -i s/FROM.*/.../ Dockerfile' in osbs would make
the builds non-reproducible. The other option is to invent some
well-known templating system and start "generating" Dockerfiles. That's
what was rejected many times when I proposed that. So the simple answer is
that, based on the political rules, we need to hard-wire.
