yes, there are problems with OpenStack API availability drop-outs, which causes builder "leaking" (leaked builder takes up resources but cannot be used for building :(). I am glad you ask. We are actually preparing some measures to better handle cases when the cloud controller API becomes unavailable. They should be up during the next week.
