It's part of yum-utils. It's in my rawhide rebuild for yum/yum-utils
copr repo. ... but AFAIK nobody has built it for f20/f21, yet.
 Maybe Valentina is/was planning a build for f21 today, not sure. I can
make one happen in the next day or so though.

Indeed. I incorrectly paired updates and koji build. The build is only for rawhide so far.
