Powerful builders for @rocm-packagers-sig

the 'powerful builder' feature for the ROCm SIG Copr project where he
builds ROCm stack and other related AI software.

The issue is some of the ROCm packages and of course the PyTorch takes a very long time to build and regularly exceeds the usually generous 5hr build time.  Compromising on the number of gpu’s to build for and setting the build time manually alleviate this but the uses of the COPR are left with a much stripped down experience of only being able to run on a single GPU.  I am wondering what the options are for improving the end user experience.

Especially think about the regexp, because if it is enabled for whole project it may slow down build of simplier 
packages (e.g. python-cppheaderparser).
