Disabling powerful s390x builders in Copr

Hello packagers,
I have temporarily disabled powerful s390x builders in Copr. Unfortunately,
currently, IBM is unable to provide us with sufficient stable resources for
these workloads, which makes this feature unstable.
As a result, the s390x builders won't have powerful builders. I will keep
you updated once the situation improves and resources are restored.
