Fedora preview release 30.20190725.0

Hi all,

We've released Fedora CoreOS testing 30.20190725.0 yesterday.  Due to
a bug[1], the previous release 30.20190716.1 cannot upgrade
successfully without manual intervention.  To perform the upgrade,
run:

sudo rpm-ostree upgrade && sudo ostree admin finalize-staged && sudo
systemctl reboot

As we work to build out the update system, other upgrade issues may
occur over the next few releases.  We'll notify this list whenever
manual intervention is required.
