Heads up: Fedora Council meeting time changed

In order to accommodate a shift in the FESCo meeting, the Fedora Council
will change to meeting at 1pm Eastern (America/New York) beginning the week
of 20 July. We will continue to meet in #fedora-meeting-1.

The Council fedocal is updated:

Note that this will also move the time of the monthly video meetings.
