Attached is a text file (and spreadsheet) with the scenarios we discussed
during our meeting.

tl;dr - "Best Case Scenario" (lowest amount of Council/Events Budget) it's
a roughly 23% cut in budget for each region (except for APAC, but more on
that later)

I would really really like to see actual numbers from FY16 from all
the regions before we really commit to any percentages based on
historical context.  If we cannot get accurate reporting, we cannot do
accurate planning.

Agree with Josh, we need to have accurate reports, and we hopefully can get
them.

Also, but probably I missed something, we are planning with 15k for
FUDCons, although the wiki still says 10k. [1][2]
I know it's rather difficult to get the event done with 10k and to look for
local sponsors for the rest, but we should clarify this better and fix also
the wiki if needed. I'm also not sure if we should plan 15k directly, or do
something in the middle (12.5k?) and see if FUDCons need more. Travelling
within APAC is much cheaper than in LATAM, where flights are very very
expensive and in the last years the organizers have almost spent the whole
budget for travel funds. Maybe we should consider this too?

The number in the LATAM proposal as it came it us was under $10k. And,
$10k is what Ruth put in the budget for FY15, which is our historical
starting point. It's not impossible for us to make it $15k, but then
then that $10k (the extra $5k in each region) has to be cut from
something else — there's no way around that.

OK so the FUDCon budgets ideally are still 10k as the last years. IMHO we
should clarify this better to all and plan with that, not 15k as we are
doing.
Eventual extra budget the organisers need, could be taken from the regional
budget.

Gee whiz, me too! I've only been asking for the tallied reports for a month
now via IRC, mailing list, telegram, ticket, and word of mouth--pretty much
everything but carrier pigeon. The only fully reported region is EMEA, and
even then I still need them to select their storyteller delegate. We have
some reports from the other regions, but they are incomplete, and
supposedly in the process being updated. I'll update the budget site, and
repo, and council, as I get more information.

Glad to see more TOSW applied. /me still has concern we are aiming for
stasis, rather than growth. What about new contribs? They are joining and
it seems to me that they will concern local folks- there is only so much
money to go around. New contribs = less money for people's existing events.
We are using old flawed budget process to make our new process.... the same
numbers? Methinks that's folly. Acting like there were no flaws makes the
new process dubious (unless growth is included.)

As a Fedoran I'm starting to worry that CentOS is Daddy Shadowman's *new
toy* (as some FOSSers have predicted) and we are being placated.

I see plenty of growth for RH, we make a good product/test bed. I can see
how Cent can help, tho have concerns it's WHERE the new growth is planned.

WHERE is Fedora's growth? When has that been planned?

Growth is _absolutely_ the target, both in userbase and in engaged,
active, happy contributors. I'm personally more interested in the
contributor part, but in order to a) have contributors' work actually
be useful and meaningful and b) have a pool of contributors at all, we
need user growth too. So, we have the Fedora.next three-editions
strategy, which is aimed at that.

The numbers show that it is working: we _are_ growing. This is
excellent — but, we can't simply tell Red Hat "Look, we're growing, so
give us more money." The response to that is "What are you doing with
the money we've been giving you?" — and, frankly, other than saying
"Well, we hope that the positive numbers we're seeing are linked to
whatever we spent it on", we don't currently have a good answer to
that.

So, this is absolutely not the old budget process. This will allow us
to _really_ answer that question — and not just for Red Hat, but for
ourselves, because as we look together at these hard decisions on where
to spend and where to scrimp, we need to ask ourselves the exact same
thing. For every dollar, does this advance us towards our mission over
other possibilities?

There are millions of dollars worth of things that would be _excellent_
for Fedora to do. Whenever someone says "That's worth an additional
$5000" — well, probably it is, but we only have so many $5000s to go
around.

Let's demonstrate that we are spending in a way that directly advances
the mission through our agreed-upon objectives. Then, we will be in a
solid position to argue that more will advance us even further.

Pushing for a growth model is one thing, and it does need to happen.
However, if you have clear and concise suggestions on how to grow
Fedora that might make more progress towards actually having one.
"Give more money to the regions" isn't a growth model either unless
it's tied to "so we can do things X, Y, and Z" and X, Y, and Z are
measurable.

I love the passion, so keep it up.  We just need to marry it with a
workable plan.

The "same-as" numbers were already in our stars for this year, because we
are actually seeing the results of the "same-as" process that we've always
had. The new process officially started Q1FY17. If we wanted to make the
case for growth in this cycle, that is something that needed to happen by
the end of Q3FY16.

Shaking the magic-budget-8ball (my experience from this past year
suggests), if we don't have proper reports from FY16 (last year,) the 2
full quarters of FY17 that we're going to (in theory) properly report by
Q3FY17 in August will *not* be enough data on their own from which to
reasonably make the case for growing the Fedora budget for FY18. We need at
least a full cycle of data (which we can deliver with FY16 data included.)

I cannot promise that if we report all the spending, and all the events
until Q3FY17 thoroughly and on time that that will guarantee we get an
increase in FY18, but it does ensure that the budget process itself cannot
be faulted as a reason for not growing.

And remember, even if we do it right, and establish these new good habits,
it could still take more than one cycle to grow the budget. Budget cycles
are slow-moving, annual cycles, in stark contrast to our fast-paced world
of 6ish month (sometimes 2week or continuous) release cycles.

No one here, in the council, or OSAS, or Red Hat is mustache-twisting and
plotting ways we can exploit, and/or burn out the community faster.
Everyone here wants to grow--the budget, our Rel-eng capabilities, and our
user and contributor bases. Promise.

I know what is going to take, and it's not simply saying "by virtue of
having more money, you can afford to give us a larger piece of it."

There is a difference between advocating for a region (talk) and delivering
the data from that region that can actually change our situation (action.)
Everyone in the project can contribute in ways that justify growth--this is
THE way that Ambassadors can help us grow the budget.

Numbers and metrics aren't just an "on paper" requirement, just some
arbitrary hoop to jump through because of some asinine corporate ritual.
They actually and substantially help us make more effective decisions, and
increase (or at the very least approximate or measure) our impact per
dollar spent.

That is how we make predictions, and show results.
That is how we test theories, and fail faster.
That is how we adjust strategy, and show how and why we grow.

Please, help me deliver these numbers.
Please, help me help Fedora.

For clarity, while this year's budget numbers are not yet officially
official (despite it being six weeks into the fiscal year, and those of you who have been
around a long time know this is normal), this year's budget process did start somewhat
earlier. The requests from Red Hat departments were due in October of last year. Please do
not shoot the messenger over how odd this timeline is. But that's what it is. So if
you want a bigger budget in FY18, you've got between now and October--that's now
roughly five months--to show major change. And FWIW, it is also not only Fedora that has
seen less budget than it would like this year. It is a lean year all around.

Hello from Fedora Diversity and stuff side of the wheel.

My country has been experiencing some randomly 2h power outages, that's why
I've been in/out most of the meetings. Sorry about that.

Now that apologies have been made and after reading most of the logs
related to budget, this year I think that Diversity shouldn't require much
since our first efforts are to identify our minorities, and get a bigger
perspective. Beyond people attending to different events to talk about the
Diversity team (which will come inside each event budget) don't think we
would need much.

There is a special gathering that we will held this year, the Fedora Women
Day, which is intended to join all Fedorian's Females into a huge
online/presencial event to share knowledge and experiences. Since we have
females all around the world, I don't think that an in-place event could
gather so many females as an online could do, however, if some small budget

The FWD is not held because we care more about females than other
minorities, is just because was the first idea that came up and so we
pushed, as we are doing the same with the survey, articles and statements
that are already out there. Our goal is to make awareness events every year
with each minority (and probably some day a larger one with everyone) to
show our diversity with pride and make a comfortable space at Fedora where
everyone can feel at home.

All of this is new just as the position is, so there was no way to put a
request before on the budget planning.
