With Intel Level Zero now available in the Fedora repositories, I think the
version of Blender shipped with Fedora should be compiled with Cycles oneAPI
support for Intel GPUs enabled, currently only CUDA and HIP are enabled

Description of problem:
The simulations are currently disabled in EPEL 9 (Blender 1:3.3.21-1.el9). It
is displayed "Build without Fluid modifier".
Steps to Reproduce:
1. Open Blender
2. Select default cube
3. From menu select: Object -> Quick Effects -> Smoke
Actual results:
"Build without Fluid modifier" is displayed.
Expected results:
Smoke is displayed. After hit Play, the simulation is performed.
Additional info:
Thr Mantaflow module is responsible for simulations. The CMake with library
dependencies are there:

When running Blender on Fedora Workstation 43(GNOME, Wayland), the Preferences
window does not open and all menus starting from the File menu are grayed out.
I test flatpak(flathub), occur the issue too. So the issue is not
rpm-specific. On Fluxbox(host) and Fedora KDE Edition(gnome-boxes), the menus
work correctly.
This suggests the problem is related to the GNOME Wayland session rather than
Blender itself.

- Fedora 43 Workstation gnome-boxes guest: EGL error occurs and menus are
grayed out.
