I don't believe an A3 paper design would be the perfect solution, also most of us do not have an A3 printer ;).
(2) Create a design with the assumption that the sender is buying a
ready-made plain envelope of 12.5 x 23.5cm dimension. In which case, the sender intends to print the design unto the purchased envelop.
