 High Contrast icon for setroubleshoot is needed as it's specified in the
 Applications and Launchers policy: "App launchers MUST have a unique[3]
 128×128 launcher icon with an alpha channel and a matching High Contrast
 icon."

 High Contrast icons lives in /usr/share/icons/HighContrast, owned by
 gnome-themes-standard package.

 This is approved as Fedora 21 final blocker, so we need this icon as soon
 as possible, see https://bugzilla.redhat.com/show_bug.cgi?id=1130794
