While there is systemadm from the systemd-gtk package, it doesn't offer the same functionality as s-c-services: no PolicyKit Integration, doesn't list/manage SysV or xinetd services (even though the former are wrapped by systemd), doesn't let you enabled/disable services. Therefore, s-c-services isn't likely to go away anytime soon.
I'm not so sure about the icon, I think it's a low prio item -- the gnome people are probably not so interested in having the tool very visible and I'm pretty content as long as it has an icon, and I may want to add support for non-services units which might need the package to be renamed, and artwork would have to match the new title.
