here are the two elements that are needed to update the banner for f19.

you will also need to update the css of the background-color to be
 #012643. https://fedorahosted.org/design-team/ticket/248 has an example of
 how we did this in the past.

here is an example of how it should look:

Could we have the background in the lighter jpg format instead of a png? I
 see that the png is rather slow when loading the site. Thank you ;)
