[Design-team] [HEADS-UP] f31-backgrounds ready for testing

Hello team,

f31-backgrounds package is now available for testing on all supported
desktop environments.

Both supplemental wallpapers and animated default background (time of
day) are included as well. Give positive karma to make it available on
stable repository of Fedora 31. Thanks to reviewers and other
