Setting up github for fedora wallpapers

Hello team,

The github for Fedora future default wallpapers is now set in addition
of the spec file.
https://github.com/fedoradesign/backgrounds

Once the default wallpaper is set, make sure to follow guide like
{standard,normalish,td-wide,wide}/fxx.{png,svg} so I can create a branch
title Fxx i.e. f28. Unoffically, the packages are located on
https://github.com/fedoradesign/backgrounds/releases as the default
space on pagure.io does not allow more than 20MB per file.

It's a configuration key that's easy to change, the question is how much would
you need? :)

Additionally, I have no admin right at pagure.io/design and requested
merge a wallpaper file long time ago:

For now, github is the current host for these wallpapers:
https://github.com/fedoradesign/backgrounds
